INTERNATIONAL STANDARDS OF PROFESSIONAL ETHICS IN LAW ENFORCEMENT ACTIVITIES

International standards of professional ethics are gaining special importance. Their implementation in the national legal system of Ukraine is a defining stage. This allowed to implement generally recognized democratic values directly into the regulatory sphere that regulates the activities of human rights bodies. The moral and professional values of the international community, enshrined in relevant regulatory legal acts and codes of integrity, detail moral requirements; establish standards of professional communication; determine the admissibility of interference in privacy. In particular, they establish the obligation to respect human dignity; to prevent discrimination, any forms of cruel or degrading treatment. The lever for understanding aspects of international standards of professional ethics in human rights activities is the vision of the specifics in a certain situation. Logic of thinking and expediency should prevail here. Therefore, the regulatory framework has not only absorbed international experience, but also created effective mechanisms for monitoring compliance with ethical standards. In the scientific sphere, it is observed that international standards of professional ethics of human rights defenders are not alienated, since they are based precisely on moral principles that have served throughout the historical development of human civilization. International ethical standards of human rights activities are enshrined in the system of universal and regional international legal acts adopted by the UN, the Council of Europe and other international institutions. They determine the norms and features of professional behavior of representatives of human rights structures. Therefore, aspects of international standards of professional ethics in human rights protection activities are the basis for the functioning of security in a democratic state governed by the rule of law. They are based on legal, moral, and humanistic principles that determine the official behavior of representatives of human rights protection bodies. It is noteworthy that human rights protection activities are popularized in state regulation. International standards of professional ethics form a common space within the professional behavior of human rights defenders. Theoretical positions and conclusions of scientists have become a support for the development of ethical knowledge in the human rights field.
