INTERNATIONAL SCIENTIFIC-PRACTICAL CONFERENCE «AROTSKER READINGS», DEDICATED TO THE 90TH ANNIVERSARY OF THE FAMOUS FORENSIC SCIENTIST LEV YUKHYMOVYCH AROTSKER

Abstract

The article contains the information about the international scientific-practical conference «Arotsker readings», dedicated to the 90th anniversary of the famous L. Yu. Arotsker. The conference took place on 25 May 2017 by the Poltava division of Honorary Professor M. C. Bokarius Kharkiv Research Institute of Forensic Examinations. We recall that over 60 people participated in the meeting including: representatives of the Ministry of justice of Ukraine, other bodies of State power of local self-governments bodies, forensic institutions of the Ministry of justice of Ukraine, Ministry of Internal Affairs, educational institutions, law enforcement agencies, courts, public and other organizations of Ukraine, the Republic of Lithuania, the Republic of Montenegro, of the Republic of Belarus, the Republic of Armenia, the Republic of Latvia and others. 19 people presented their reports and communications at the meeting. Considerable interest was aroused in the report of Dr. Habriele Yuodkaite-Hranskiene the Director of Institute of Forensic Sciences, Center Lithuania, associate Professor of criminal justice at faculty of law in Vilnius, the permanent representative of ENFSI, who made a brief presentation about forensic system of Lithuania. Not less interesting was the speech of Dr. prof Alexander Ivanovich – the Chairman of the Department of processing of evidence, court expert analyses and quality control – the Deputy Director of the forensic centre of the Republic of Montenegro, the permanent representative of the ENFSI, which presented the question about the organizational subordination of the forensic institutions in Europe. According to the program «Arotsker readings» the reports devoted to the memory of L. Y. Arotsker – the developer of the fundamentals of the forensic experts’ ethics, the founder of the doctrine of the trial tactics, the author of the methodology used in non-identification expertise, one of the founders of the Kharkiv school of forensic experts, were heard and discussed. Significant attention was paid to discussion in plenary meeting of the conference «Arotsker readings» of theoretical, general methodological and procedural issues of forensic expertise and criminalistics, as well as information about the organization of forensic activities, carrying out various types of forensic expertise and the international experience in this area. It was emphasized that the discussion of the issues on «Arotsker readings», reflects the common interest of participants in strengthening and further development of international cooperation of forensic institutions, the improvement of the organizational, scientific-methodical, scientific-research, expert work. The conference recommendations, approved by the participants, are given.
