ADMINISTRATIVE AND LEGAL REGULATION OF THE INTEGRATION OF ARTIFICIAL INTELLIGENCE INTO THE PSYCHOLOGICAL SUPPORT SYSTEM IN BODIES AND UNITS OF THE NATIONAL POLICE OF UKRAINE

Abstract

The relevance of the article is due to the rapid global growth of the AI market and its proven potential in the field of medicine, including mental health, which is confirmed by the forecasts and recommendations of the World Health Organization. Despite the global transformation that is taking place thanks to AI, Ukraine does not use these technologies in the psychological support of the National Police. This creates critical gaps in supporting the psychological well-being of police officers who face high levels of stress and traumatic events every day, and also leads to the use of outdated diagnostic methods, reduces the effectiveness of psychological assistance, limits access to it, and makes a proactive approach impossible.The purpose of the article is to substantiate the need to integrate innovative technologies, in particular AI, into the psychological support system of the National Police of Ukraine. The research problem lies in the lack of scientific research and practical application of AI in psychological support of police officers in Ukraine, which is a significant gap against the background of global trends.This complicates the early detection and monitoring of psychological problems (post-traumatic stress disorder, depression), limits the personalization of support and rational use of resources.The statistics cited by the authors indicate a high prevalence of post-traumatic stress disorder among the population of Ukraine, and emphasizes the lack of similar data on police officers, which makes it impossible to accurately determine key indicators of their mental state.The conclusions and proposals emphasize the critical need to integrate AI into the psychological support of the police. The author proposes: to review the regulatory framework for including police officers in target groups in the context of mental health protection; to supplement the “Procedure for organizing the system of psychological support for police officers, employees of the National Police of Ukraine and cadets (students) of higher education institutions with specific training conditions that train police officers” (2019) with the principle of using innovative tools and technologies, which provides for the systematic and ethically balanced use of AI, virtual reality, and biometric systems to increase the accuracy of diagnostics, the effectiveness of interventions, and the personalization of support while maintaining confidentiality and control by specialists; to implement the functions of psychological support of the National Police using cognitive, emotional, and social types of AI systems.In further research, it is proposed to focus on substantiating the feasibility of implementing AI in psychological training, psycho-prophylactic work, optimization of the socio-psychological climate, and support for the work of police officers.
