PECULIARITIES OF THE ALGORITHM FOR CONDUCTING AN INSPECTION BY AUTHORIZED CRIMINAL POLICE OFFICERS WITHIN THE CRIMINAL PROCEEDINGS ON THE FACT OF INTENTIONAL MURDERS

The article is devoted to the study of theoretical and applied aspects of the algorithmization of the activities of authorized criminal police officers during investigative (search) actions in criminal proceedings on the fact of intentional murders. The relevance of the study is determined by the need to modernize the methodological tools for investigating serious crimes against the person in the context of society’s digitalization and the dynamic transformation of crime. It is substantiated that the implementation of forensic algorithms allows for minimizing subjective errors, optimizing time costs, and ensuring a tactical advantage over representatives of the criminal underworld in conditions of information deficit. The paper examines the essence of forensic algorithmization as a complex information-retrieval process aimed at solving strategic tasks of the investigation. It is determined that the algorithmic approach ensures the consistency and planning of activities not only of the investigator but also of the operational officers who carry out the operational-search support of criminal proceedings. Particular attention is paid to the epistemological foundations and legal regulation of involving criminal police units in conducting urgent measures. A central place in the article is occupied by the analysis of the crime scene investigation as the most informative investigative (search) action in the investigation of murders. Based on a systematic approach, a complex of fifteen tactical tasks of the investigation is formulated and detailed, including: establishing the mechanism and time of death, detecting material and digital traces, identifying the victim and the perpetrator, as well as recognizing signs of staging (negative circumstances). It is proved that a correct understanding of the categories “crime scene” and “incident scene” directly affects the completeness of the collection of evidentiary information. The article proposes an original author’s algorithm for the actions of criminal police officers, implemented on the basis of the investigator’s instructions or within the framework of proactive activity. The list of priority measures is outlined, in particular: conducting operational interviews, checking the perpetrator’s escape routes, working with technical means of fixation (video surveillance), analyzing operational-search records, and developing versions regarding the motives of the murder. It is concluded that the use of scientifically grounded algorithms for conducting investigative (search) actions significantly increases the efficiency of interaction between the investigator and operational units. This contributes not only to the rapid disclosure of intentional murders “in hot pursuit” but also to the formation of a reliable evidence base that meets the criteria of admissibility in court proceedings.
