TO THE QUESTION OF STAFFING OF SCIENTIFIC-RESEARCH INSTITUTIONS OF FORENSIC EXPERTISES OF MINISTRY OF JUSTICE OF UKRAINE

Abstract

This article is devoted to some aspects of staffing of forensic scientific research institutions. Thus, Article 10 of the Law of Ukraine «On Forensic Expertise» establishes that forensic experts may be persons who have necessary knowledge to provide an opinion on the issues under study. In order to organize the activities of the SRIFE, which are in the sphere of administration of the Ministry of Justice, the Ministry, in accordance with the established procedure, recruits personnel recorded in the Directory of Qualification Characteristics of the Positions of Judicial Expertise Officers of the Ministry of Justice of Ukraine, approved by Order No. 611/5 of the Ministry of Justice of April 19, coordinated with the Ministry of Social Policy of Ukraine and the Ministry of Education and Science, Youth and Sports of Ukraine, where the requirements are set forth hiring in expert institutions. This handbook contains typical job qualifications and establishes requirements for the professional activities and qualifications of institutional staff, but does not apply to experts who are not employees of state specialized expert institutions. It is suggested that uniform criteria for personnel policy in relation to all categories of experts (including experts from other departments) will increase the scientific level, quality and validity of expert opinions.
